There is always a lot of doubt and debate as to who has to take the responsibility when a fraud is discovered in a firm. The purpose of sarbanes oxley is to ensure that it is easy to fix the responsibility. With the implementation of the act, the wrong person will never get punished and it is always the person who is responsible for the stating of facts, who will have to face the music in the case of a problem. Therefore the  purpose of sarbanes oxley  is very clear is ascribing responsibility in all possible situations.
